Does a VPN affect voice memo transcription on iPhone?
Sometimes, and only at one specific point. A VPN cannot touch a recording in progress, because recording never uses the network to begin with. Where it can plausibly matter is the moment transcription reaches for Apple's servers — and even then, it depends on what kind of VPN you are running.

What a VPN actually does to your traffic
A VPN wraps your phone's network traffic in an encrypted tunnel and sends it through a server somewhere else before it reaches its actual destination. To an app, the connection still looks like ordinary internet access — it just took a longer, encrypted route to get there. That alone does not block anything; it is why most apps work identically with a VPN on or off, most of the time.
The exception is a VPN built specifically to restrict where traffic can go, rather than just to reroute it privately. A personal VPN sold for privacy usually does the first. A VPN pushed onto a phone by a school or an employer often does the second, deliberately, as a matter of policy.
Where the network actually enters the picture
Recording audio never involves a network step of any kind. The microphone captures sound and the phone writes it straight to a file on its own storage — there was never a connection for a VPN to sit in front of. A VPN running the entire time you record changes nothing about the file, the same way it changes nothing about a photo you take.
Transcription is different, but only partly. iOS attempts speech recognition on the phone itself first, using a language model already downloaded to the device — that pass is as local as recording is, and a VPN has nothing to intercept there either. A network request only happens if that local pass comes back empty or errors, at which point iOS retries with on-device recognition turned off, which means sending the audio to Apple's servers for that one attempt. That retry is the entire surface area a VPN could possibly touch.
What a VPN could plausibly block, and what it cannot
A consumer VPN built for privacy is, from Apple's server's point of view, just another internet connection — encrypted and rerouted, but still ordinary HTTPS traffic to an ordinary Apple domain. It has no particular reason to block that request, and most people running one never notice any difference in transcription at all.
A VPN configured to restrict traffic to an allow-list is a different situation entirely. Some school and workplace VPNs are set up so that only specifically approved destinations are reachable at all — everything else behaves as if there were no connection, even though the phone shows one. If Apple's speech servers are not on that list, the retry has nowhere to go and fails exactly the way it would with no network at all. That is a policy decision made by whoever configured the VPN, not something inherent to using a VPN in general.
How this differs from Airplane Mode or a weak signal
Airplane Mode and a dead signal both remove the network entirely, so the retry simply cannot run — no ambiguity about it. A restrictive VPN produces a stranger-looking result: the phone reports a working connection, other apps browse the web normally, and yet this one specific request goes nowhere. That is what makes a locked-down VPN worth suspecting specifically, rather than assuming the phone has no signal, when a transcript comes back empty despite everything else online working fine.
How to check which one you are looking at
- If a transcript comes back with text while the VPN is on, that VPN is not blocking anything relevant — this stops being a suspect for that language and network.
- If a transcript comes back empty, turn the VPN off and try the exact same recording again. A retry that succeeds with the VPN off and fails with it on points squarely at the VPN's traffic rules.
- A personal privacy VPN and a school or work VPN behave differently here almost by design — if you run both at different times, the restrictive one is the more likely culprit.
- This only ever affects the network retry. If the on-device pass already produced a transcript, nothing about a VPN was involved in getting it.
