Two things both have to be true. Second, whatever connection is active at that moment has to be cellular rather than Wi-Fi, because the retry does not wait for a better connection to show up — it uses whatever route iOS already has open. Put those two together and cellular data only enters the picture for a recording that failed to transcribe locally, transcribed at a moment when you happened to be off Wi-Fi.
For a widely spoken language with a solid on-device model, that first condition is the uncommon one — most attempts finish locally and the question never comes up. It gets more common for a language that has no on-device model at all, where every single transcription is, by definition, a network request.
Why this is not the kind of data use worth worrying about
A background sync or a cloud backup is what actually runs up a data plan, because it moves a growing library on its own schedule, whether you are watching or not.
